LEOSA HR 218 ANNUAL QUALIFICATIONS
OREGON LEOSA (HR 218) ANNUAL QUALIFICATION:
Stoneridge Tactical is an NRA Law Enforcement Firearms Instructor and an NLEFIA Advanced Law Enforcement Firearms Instructor and is authorized to provide "short-notice" annual marksmanship qualifications, by appointment only, for retired law enforcement officers per Federal Title 18 USC §926C.
On July 22, 2004, President George W. Bush signed into legislation a new federal law, LEOSA HR 218, which exempts law enforcement officers from state law prohibiting carrying concealed firearms. The law allows “qualified” law enforcement officers, current or retired, to carry a concealed firearm in any state without a concealed handgun permit.
LEOSA HR 218 DOES NOT specifically supersede state laws regulating possession of firearms in public buildings such as courthouses and schools; the only application is to "carrying concealed handguns". Therefore, a retired law enforcement officer MAY NOT carry a concealed handgun in a public building, as prohibited in ORS 166.370.
Stoneridge Tactical will issue a signed annual qualification card to the individual upon successful completion of the PQC-1 qualification course.
NOTE: DPSST does not have authority to set the standards for HR218 qualifications.
